le gouvernement n\u2019avait \u00e9t\u00e9 utilis\u00e9 que par 15 000 associations, pour 1% des cr\u00e9dits distribu\u00e9s.<\/p>\n<p>Il est inadapt\u00e9 et inutilisable pour les petites
